About this product

Physical risk at a parcel is rarely from a single source. Flood exposure depends on elevation and subsidence rate. Foundation risk depends on soil shrink-swell potential and corrosion class. Runoff and drainage depend on terrain slope and impervious cover. This dataset assembles all seven layers into a single parcel-level file — no GIS joins required.

Each layer is independently sourced: FEMA National Flood Hazard Layer (flood zone and BFE), USGS 3DEP 10m DEM (elevation and terrain slope), NLCD 2021 30m rasters (impervious surface and tree canopy), Sentinel-1 InSAR via MintPy (vertical ground movement velocity), USDA SSURGO Web Feature Service (soil drainage class, hydric designation, shrink-swell LEP, and concrete corrosion rating), JRC Global Surface Water v1.4 (40-year observed inundation history, 1984–2021), and NOAA Atlas 14 Volume 9 (24-hour precipitation frequency at four return periods).

JRC Global Surface Water produces the dataset's most actionable finding: 393 parcels in Caddo and Bossier carry a FEMA Zone X designation — technically low-risk — yet show confirmed inundation in the 40-year satellite record. These parcels fall through every model built on regulatory flood zone designation alone. The dataset identifies them at the parcel level.

The Physical Risk Score (0–100) synthesizes the flood exposure component using both FEMA designation and 40-year empirical inundation evidence, alongside ground movement (up to 25 pts), soil risk (up to 20 pts), terrain slope (up to 15 pts), and impervious cover (up to 10 pts). Scores are absolute and rule-based — not population percentiles. InSAR coverage is Caddo and Bossier only; DeSoto ground movement component scores 0 by design.

Dataset Fields

parish
Caddo, Bossier, or DeSoto
parcel_id
Caddo GEOGNO (15-digit), Bossier parcel ID, or DeSoto parcel ID
address
Property address
flood_zone
FEMA NFHL flood zone designation (AE, X, AO, etc.)
bfe_elev_ft
FEMA Base Flood Elevation at parcel centroid (feet, NAVD88). NULL for Zone X parcels.
ground_elev_ft
LiDAR-derived ground elevation at parcel centroid (USGS 3DEP 10m, feet NAVD88)
est_ffl_ft
Estimated finished floor elevation: ground_elev_ft + 1.0 ft slab-on-grade offset
freeboard_ft
Margin above BFE. Negative = parcel centroid already below BFE. NULL where no BFE contour.
jrc_occurrence
JRC Global Surface Water — percent of months water-covered 1984–2021 (0–100). Non-zero on Zone X parcels indicates flood history not captured by FEMA mapping.
jrc_max_extent
JRC 40-year maximum inundation flag (boolean). TRUE = water confirmed at this location at least once in the 1984–2021 satellite record.
precip_24hr_100yr
NOAA Atlas 14 100-year 24-hour precipitation depth (inches). Range: 9.68–11.90 in across tri-parish area.
precip_24hr_2yr
NOAA Atlas 14 2-year 24-hour precipitation depth (inches) — design storm baseline.
precip_24hr_10yr
NOAA Atlas 14 10-year 24-hour precipitation depth (inches).
precip_24hr_500yr
NOAA Atlas 14 500-year 24-hour precipitation depth (inches).
slope_deg
Terrain slope at parcel centroid in degrees (USGS 3DEP 10m). Median ~1° across the MSA.
nlcd_impervious_pct
NLCD 2021 percent impervious surface cover (0–100). 0 = non-urban/undeveloped.
nlcd_canopy_pct
NLCD 2021 percent tree canopy cover (0–100). NULL where canopy data unavailable.
velocity_vert_mmyr
InSAR vertical ground movement rate in mm/yr (negative = subsidence). Multi-track average where both Sentinel-1 tracks cover the parcel.
velocity_vert_t63_mmyr
Track 63 individual velocity, CORS-calibrated. Caddo and Bossier only.
velocity_vert_t136_mmyr
Track 136 individual velocity, CORS-calibrated. Caddo and Bossier only.
drainage_class
SSURGO soil drainage class (e.g., Well drained, Poorly drained, Very poorly drained)
hydric_soil
SSURGO hydric soil designation (boolean). Hydric soils indicate wetland conditions and elevated foundation risk.
shrink_swell_lep
SSURGO linear extensibility percent — soil shrink-swell potential. LEP > 6 is high; > 9 is very high.
corrosion_concrete
SSURGO concrete corrosion class (Low / Moderate / High). Indicates soil chemistry risk to buried infrastructure.
physical_risk_score
Composite Physical Risk Score (0–100). Five components: flood exposure incorporating FEMA zone + 40-year JRC inundation history (0–30), ground movement (0–25), soil risk (0–20), terrain slope (0–15), and impervious cover (0–10). Deterministic — no training set, no percentile ranking.
