About this product
Physical risk at a parcel is rarely from a single source. Flood exposure depends on elevation and subsidence rate. Foundation risk depends on soil shrink-swell potential and corrosion class. Runoff and drainage depend on terrain slope and impervious cover. This dataset assembles all seven layers into a single parcel-level file — no GIS joins required.
Each layer is independently sourced: FEMA National Flood Hazard Layer (flood zone and BFE), USGS 3DEP 10m DEM (elevation and terrain slope), NLCD 2021 30m rasters (impervious surface and tree canopy), Sentinel-1 InSAR via MintPy (vertical ground movement velocity), USDA SSURGO Web Feature Service (soil drainage class, hydric designation, shrink-swell LEP, and concrete corrosion rating), JRC Global Surface Water v1.4 (40-year observed inundation history, 1984–2021), and NOAA Atlas 14 Volume 9 (24-hour precipitation frequency at four return periods).
JRC Global Surface Water produces the dataset's most actionable finding: 393 parcels in Caddo and Bossier carry a FEMA Zone X designation — technically low-risk — yet show confirmed inundation in the 40-year satellite record. These parcels fall through every model built on regulatory flood zone designation alone. The dataset identifies them at the parcel level.
The Physical Risk Score (0–100) synthesizes the flood exposure component using both FEMA designation and 40-year empirical inundation evidence, alongside ground movement (up to 25 pts), soil risk (up to 20 pts), terrain slope (up to 15 pts), and impervious cover (up to 10 pts). Scores are absolute and rule-based — not population percentiles. InSAR coverage is Caddo and Bossier only; DeSoto ground movement component scores 0 by design.
