About this product
Properties enter the adjudication pipeline years before the official adjudicated flag is set. This watchlist surfaces those properties using three independently-sourced signals: active legal notice status from code enforcement records, permit dormancy (no building activity on record for an extended period), and spatial proximity to established Low-Low LISA blight clusters from the assessor value surface analysis.
Each property carries a composite urgency score combining the duration the legal notice has been open, permit dormancy depth, and directional distance from the nearest LL cluster centroid. The dataset is filterable by minimum days open, minimum urgency threshold, and council district, and is sortable across all fields.
The watchlist monitors the ~1,818 parcels currently in the legal-notice stage that have not yet crossed the adjudication threshold — a complement to the Adjudicated Property Dataset, not a replacement.
